I looked over the first round signees yesterday. Sanchez, Storen, and Arnett had all signed. It looks to me as though the teams were sufficiently sure of their choices being available that they could work out a deal in advance. Also, in the case of Sanchez and Storen, they were drafted much higher than expected. I suspect that they would have been happy to take slot money for 4 and 10.
IIRC, the rest of the top ten will fall into line slowly. The tendency is to wait for the higher priced picks to sign and define the market prices.
