If you limit it to the 20th/21st Century, then it really isn't a list of "All Time." Mozart and Beethoven were the rock stars of their time. Likewise, the music of composers such as Edvard Grieg ("in the Hall of the Mountain King"), Franz Schubert, Franz Liszt, and Johann Strauss (Blue Danube Waltz) contain some of the best pop hooks in music. Their music is still heard everywhere and influences modern artists every day. You might even find yourself humming or whistling the tune of their music even if you don't know who wrote it.
Wear gaudy colors, or avoid display. Lay a million eggs or give birth to one. The fittest shall survive, yet the unfit may live. Be like your ancestors or be different. We must repeat!
I simply can't put anyone in the 21st century over guys like Beethoven and Mozart. Beethoven created probably the best piece of music in the history of man (9th symphony) when he was drunk and deaf. That has to account for something. I can't compare Metallica to Mozart who had perfect pitch and wrote over 600 songs including writing his first opera at age 12. More impressive is that he did all this before he died at age 35. Those guys were so far ahead of their time and their music was so complicated that really no 21st century musician can really compare to them.
For me it goes:
1. Beethoven
2. Bach
3. Mozart
4. Wagner
5. Liszt

I take it in context that his 9th symphony was created when he was fully deaf and that it is almost perfect, musically speaking. I would actually consider his 7th symphony better than his 5th. However it is all up to the listener so there isn't a right or wrong answer.
By the way, I think Fur Elise is overrated, lol.
