More than likely. The horse has probably left the barn. Probably just a PR stunt. It would be nice to actually solve some of these problems but college players getting paid under the table by boosters is as old as college football itself. It's just more prominent these days.

I'd say there's about a 99.9% chance they screw the whole thing up.
