Tobey, 21, who lives in Charlottesville, Va., stripped off his shirt in the line to be patted down Thursday as he waited to board a United Airlines flight from Richmond to Chicago. He was interviewed by airport police and federal authorities, issued a citation for disorderly conduct and released.
