On the old forum I was a part of we did it by amount of new people joining the site and site traffic. About 5% people to mod ratio works well because then there is usually a mod on no matter what time of day it is. And I will put my name in the hat now to help out since I was a mod for 4 years on another site. Just saying I am here...

CM, RZ has (I believe) had pretty much the same mods since its beginning in 2000, except for a few that were added a while after they joined.
