If a team does not go over its bonus allotment it becomes eligible for another type lottery.

Competitive Balance Lottery to shake up Draft
Small-market, low-revenue teams to get chance at extra picks

The first lottery will take place in July, after the 2012 Draft signing deadline has passed. The 10 smallest-market teams and the 10 lowest-revenue teams will be placed in the lottery to have a chance to win one of six extra picks in 2013. This doesn't mean there will be 20 teams in the lottery. There will be plenty of crossover, with the expectation of having 13 teams involved.

There is one other lottery, one for picks forfeited by teams going over their allotted bonus pools. Any team going five to 10 percent over its pool gets taxed at 75 percent and loses a first-round pick. Anyone going 10-15 percent over gets hit with a 100-percent tax and loses a first- and second-round pick. Anything over 15 percent means a 100-percent tax and loss of first-round selections in the next two Drafts.

Any of those forfeited picks would go into a separate lottery. Any team that did not exceed its pool will be in that lottery. In this one, though, the odds are not just based on winning percentage, but on a formula of revenue and winning percentage.

I'm surprised it didn't take more than slot to sign Rahier. I figured he'd get closer to $750K. Some draft analysts (Keith Law) predicted he would be a first-round pick. (And not first-round compensatory ... one of the top 30 picks of the draft. I believe Law had Rahier going 24th overall. What a steal he appears to be.)

Rahier just wanted to play. Scouts were frustrated about his unwillingness to go the traditional route in terms of workouts and playing with his high school team.

Assuming none of the guys outside the top 10 get over slot, it sounds like the Reds could have about $450k ($310k over slot) to offer to Kivel- take it or leave it...

Does the money spent on Moran all count toward their money, or just the extra $25,000?

I am seeing conflicting reports on that Gallen, does anyone have the rule handy from the CBA?

BA has just the 25,000 counting towards the draft budget. They are $296,000 under budget with the picks they have signed so far. They were $321,000 below before this signing.

Gotcha. I will take their word for it then.

Re: 2012 Official Draft Picks and Signings

You may spend up to $100,000 per pick on anyone drafted after the 10th round. Anything past $100,000 on each signing bonus counts toward the bonus pool for the first 10 rounds.

Has Travieso actually signed already? I kept hearing it was "close" but don't recall seeing an actual signing.
