Yeah I assumed that. I guess my question is this. Josh Bell last year, would have been completely unsignable this year under the rules and most likely would not be drafted at all.
In that situation, if a guy like that went undrafted, could you sign him as an undrafted free agent for like 5 million, skirting the draft pool rules.
