    I think the real purpose was to keep the best players from falling to the richest teams because of signability. There really weren't any "best" players in this draft, so it's hard to judge if players fell because of signability or because there was no clear cut consensus on who should go where.

    Reds draft was a perfect example. The fourth player they took in round two, was rated higher by many than their first pick in round one.

    Travieso was higher rated, but I kind of get your point.

    The most interesting draft strategy I've seen so far is that of the Blue Jays. They signed their sixth- and tenth-rounders for a combined $6,000. The idea is that it freed up a bunch of other money to sign other picks, such as Matt Smoral who signed for about double the recommended slot bonus.
