The Phillips thing was actually correct, as Phillips would lead off the next inning. It's called a double switch.

He didn't bring Chapman in the middle on the 9-10th inning becuase he was unavailable tonight, especially with the Cards coming up.

BTW, Hoover looked pretty good out there.
