It's fine to not understand it. But don't be a reporter with 20,000 followers and misinform people.
Calling him up does not burn an option. Sending him to the minors next year if he's on the 40 man will burn an option. The way he originally reported it, it sounded as if calling him up would burn an option this year and next, which isn't true.
