There certainly can be exceptions written in to a contract, but my understanding is that is very rare for minor league contracts unless it's a player with major league experience. Once in a while veteran minor leaguers on their second or subsequent contract might be given an exception to play only at the AAA level, but that's probably rare. There are limitations of age that each minor league club has from Class AA downward, so it might be that the Reds didn't have room under the age limits to send him to Pensacola.

Rhinehart was still on his initial minor league contract. I guarantee there's no way he was given a right to refuse an assignment. If he were a minor league free agent... maybe. But there's no way a guy on his first contract was given a right of refusal. That's just not done for initial deals. Those initial contracts are mostly cookie-cutter, with exception of the highest of draft picks where a few extra perks might be included.
