Edinson Volquez had ace-level "stuff" and was electric in games he put it all together. However, no one would argue he was anything better than mediocre. Bailey has had velocity and teasing starts for several years. Call it frailty, mental weakness, bad coaching, whatever. The guy is average. He's OK as a #4-5 starter and I'm cool with that.

Again, your not getting it. Bailey does not show ace level stuff consistantly. Period. There is no mental weakness. There is no bad coaching. He simply cannot physically throw like he needs to be a great starting pitcher on a consistant basis. Hence, the Reds fanbase has been LONG wrong about Bailey. Volquez is always electric. He just cannot command anything. Bailey literally can go from electric to dull in a successive starts.
Maybe the pen will physically agree with him in short stints. That way the 97mph fastball and sharp breaking stuff returns regularly.
