Not sure.. But if you read reports.. The Reds tried to sign Pujols prior to signing with the Angels. They then used that offer to lock up Votto.

The Cards did not "off load" Pujols. They offered him a contract which he turned down.

He was off-loaded in the same manner that the Reds off-loaded Pete Rose

the cards reaped most of the benefits of pujols productivity which the angels subsequently paid for

The equivalent of not giving Votto his contract and letting him walk for the Cardinals would have meant never signing Pujols to the 7 year deal they gave him in 2004 and letting him walk when he was first free agent eligible.
“I don’t care,” Votto said of passing his friend and former teammate. “He’s in the past. Bye-bye, Jay.”

I didn't even know that was the Pujols comp pick.

Why not just get a Wacha for Arroyo instead?
[Phil ] Castellini celebrated the team's farm system and noted the team had promising prospects who would one day be great Reds -- and then joke then they'd be ex-Reds, saying "of course we're going to lose them". #SellTheTeamBob

If the Reds had wanted Michael Wacha, they could have drafted Michael Wacha.
    I'm not a system player. I am a system.

Yup...still disappointed about it. Watched him in college a bit. REALLY liked him and was surprised how far he dropped.
