A few years prior to my graduation, my school had a valedectorian whose speech essentially told off the entire class and school. Her speech was approved because she wrote it under the direction of a very respected english teacher and the administration never thought to question the student or the teacher on the contect prior to delivering the speech.

The principal is overly defensive, I'd say. Heck, his joke is actually true of the average school system, and it might even be overstating the case a bit.
