Ugandan parliament official vows to pay girls' university fees if they are virgins

A UGANDAN member of parliament has pledged to reward girls for their chastity by paying their university fees if they are virgins when they leave school, a local newspaper said Wednesday.
Bbaale County MP Sulaiman Madada said any girl in his district who wanted to take part in the scheme aimed at promoting girls' education would be given a gynecological examination by health workers to check they were virgins.

"The criterion is that a student must be a virgin and from Kayunga district," he told the state-owned New Vision.

The MP did not extend his offer to young men.

He urged pupils to manage their lives responsibly, and called on parents to explain the threats from HIV/AIDS and other sexually transmitted diseases.

I think the words "gynecological examination" in the original story take the answer to that question as far as we can in this forum.

Creek has a point, but AFAIK, there is no parallel examination to verify compliance with the terms of the offer.

Perhaps they should use negative HIV tests as the determining factor and open the program to both sexes.

Think about it, if all of the girls are holding off to get an education, then that means none of the heterosexual boys will get their sex.

Well, that would only work if you locked them on campus and nobody snuck out.

Good point Creek, I hadn't thought of that. Of course they aren't offering the money to guys either. I guess the HIV negative test result mentioned by Unassisted would be a good way of making it more inclusive.

If the guys were getting their college paid for, then yes, but if it's only the girls with the opportunity for the money, then not really.

Good point, but how would you prove it on a guy? I agree that they should encourage the guys to be virgins too. In many parts of Africa, a 16 year old male is more likely to die of AIDS than not to die of AIDS.
