i thought at one time the talk was that the baseball draft was going to be international. was this something that was talked about but never enacted? is it slowly going to be phased in? it seems like this might help with competitive balance. it would be mighty difficult to scout everyone everywhere though. (or to paraphrase steven wright - it's a small world, but i wouldn't wanna 'scout' it).

It's something that would have to be addressed in the Collective Bargaining Agreement with the players' association.

And we all know how agreeable they are.
