Interesting read. Sounds like 100% capitalism down there. Survival of the fittest. I don't know how much interest I have in the Reds signing young Domincans to fat contracts, if they could be temporarily juiced up. If you think you are signing a kid who is throwing 95 and it turns out to be 85, you are in trouble.
