Sorry I know its obvious but I am a Colts fan and until today had not watched more than a quarter here and there of the Bengals. I had no ideal that the Bengals were this bad.

They're forced to play their 2nd and 3rd stringers due to injury. As valid of an excuse that might be, their 1st stringers probably wouldn't do much better.

Frighteningly enough, I didn't think they played terrible.
Perhaps that is a symbol of low expectations.

I understand that but all teams are forced to deal with injury, Coach Dungy just say next man up and he expects them to play as well as the starters. It looks to me that the problem starts with the O-Line play. When the Bengals were good they had Montoya and Munoz on the line and it was a strength why did they let the line deteriorate?
