Can the Reds put Bill Bray on the 60 Day DL to open a roster spot since he is on the L-ville bats Minor League DL?

I ask because he is not listed on the DL per the Reds 40 man Roster on their Offical Site.

In order to move him off the 40 man roster, they would need to 'recall' him then put him on the ML 60 Day DL. The downside to this is that then the whole time he is on the DL (could be 12 months or more) he would be collecting ML service time thus accelerating his arbitration clock.
