If we know who basecloggers wants to draft can we start early but the 10 hour count not start til official draft time?

Yes if Basecloggers wants to post his pick early that would be fine. We can start early but the timer won't start until Noon on Tuesday.

Yes he said if he doesn't log in to make his first pick when the draft starts to give him Bryce Harper instead of skipping him, at least that is how I understood it.
