In the old days..
Wasn't it policy back in the day that the players drafted in the top rounds were kept quiet or not released till either later in the draft or not till the draft was over?
Also who qualifies for the MLB draft? |

There were a couple/few years where they did that after the 1st round in hopes of tamping down bonuses. Didn't last.
