I don't know if I'd characterize Stubbs as awful or not, but I do know striking out every one third of your plate appearances is not good.
Edit: I want to add that his speed, baserunning, defense and power make him still a worthwhile player. Just mean to say that his inability to make contact consistently is a rather huge mark against him.
