Maybe the Mariners and Orioles are looking at particular players. I know the Royals are looking at pitching. He won't fall past them.

Orioles will take one of Appel, Gausman or ZImmer, and Royals will take one of the two left of those

Well, you kinda can. I don't think the M's would have drafted a catcher at #3 overall (especially with Appel on the board) if they believed the 22-year-old Montero was their catcher of the future. Know what I mean? I think they love Montero as a DH, just not as a C.
