Pirates don't really have a glorious track record with developing pitching. Now they have the raw talent can they keep them healthy and get them to realize their potential?

Point of clarification on the slotting bonuses. Am I understanding the budget is the amount set for a team's first 10 rounds, right? So while maybe the amount showing for #8 isn't the max they can pay, but the difference has to be made somewhere else. If so, I could see they could go up some, but they'll be sacrificing on some other draft pick (meaning, likely, they'll choose some later picks for affordable signability). Am I making sense with that?
