How come Clemens and Lance Armstrong and Bonds keep getting prosecuted and have to incur zillions in legal fees, whereas Mark McGuire doesn't seem to have a care in the world?

Armstrong and Clemens are chronic liars about it. McGwire played dumb to Congress so there is nothing to charge. Plus the gov't losing with Clemens is a nice big egg on their face.
