Who are the Reds currently paying that no longer play for them?

Just Griffey & Arroyo. Griffey's runs through 2024 and Arroyo's through 2021.

That's why us internet baseball writers get paid the big bucks.

I was just having fun.

having been a Reds fan since 1972 I can recall very few off seasons where the team even waded into the "B" pool of free agents.

The Reds had a 115M payroll in 2015 per Cots. With 5% increase 2016 payroll should have been 120M and 2017 125M and this year 130M. I understand that the payroll the last two years were less because of the rebuilding (spending money in other areas like internationally). But this year I would expect them to reallocate that money back to payroll. So my expectation would be a payroll closer to 130M.

My guess is they're looking to come under $100M.

I agree with your logic completely, but it will never happen IMO.
