Reggie Bush gets back Heisman, does OSU get back vacated wins?

So I see that Reggie Bush is getting his Heisman back. After getting his family a house, cars, etc from USC boosters in flagrant violation of NCAA rules. Of course, OSU has vacated wins due the tattoo scandal with Tyrelle Pryor and others years ago. Shouldn't OSU regain recognition of those wins?

Good for Reggie Bush. Isn't the Heisman Trophy separate from the NCAA? If OSU gets its wins back, cool, if not, cool. Don't care either way.
