I agree. I can't blame the Reds because Bailey isn't a fully formed pitcher at age 22. His command issues, his pitch selection, all that will come with experience.
The problem I see is that his velocity seems way off. I'm willing to let Bailey mature if the stuff is there, but where's the stuff? Injury? Mechanics? That's the concern.

Homer (and most human pitchers) are going to struggle transitioning to the big leagues. If we had a real soild pitching development staff maybe that transition goes a little more smoothly.
It's just one aspect of the overall "Homer" situation.

Bailey had previously been a high velocity guy who was wild. Now he's a low velocity guy who's still wild.
I'd much rather him go back to being high velocity and wild than pedestrian (as you accurately described him) and wild.
I'm hoping by the time he gets to age 23 he's back to high velocity.
