With the CBA, I want it so if a team refuses to spend at a floor level, they loose thier #1 draft pick and it goes in a lottery for the other teams to get a chance at it. Only way to ensure teams dont play games

I actually want the Reds forced to spend on talent, if they dont want to, then I hope the lockout lasts long enough tp force this bad Reds ownership to sell

The floor should be enforced somehow but your post misses the main issue. The issue is lessen the discrepancy between the highest spending teams and the lowest. That means far more change for teams like the Dodgers than teams like the Reds. A cap would mean the Dodgers will need to cut about $150mill. No team will have to add that much in order to get to a floor

Wouldn't there need to be some sort of grace period? That's a lot of money to shed all at once. The ones that would get them there fastest probably have no trade clauses.

The Yankees yesterday sent 18 batters to the plate in the 3rd inning of their game against the Athletics, registering 11 hits, 4 walks, and scoring 13 runs.
In the other 8 innings of the game, the Yankees tallied zero hits, zero runs, and sent the minimum 24 batters to the plate.

Yes, I agree. I wasn't trying to suggest that these rules would be fully implemented in 2027. A lot of details to work out. I was just outlining the big picture
