Maybe he only turns into a 4th/5th outfielder, but that has value and guys who can play center and can hit a little bit don't grow on trees.
I feel like this describes multiple guys in the system. This is the exact reasoning you give for holding onto Ryan Lamarre. Why do we need multiple Ryan LaMarre's in the system? How many 4th/5th outfielders does a system require?

Smith and Fellhauer though? 26 year old nobodys at AA? They could be cut and not make a difference whatsoever. Duran is very unlikely to make a difference for the Reds as well.
Worrying about only the handful of "sure-bet" prospects in your entire minor league system, at the expense of guys like Bryson Smith (who is on his third tour of Pensacola with a line of .287/.347/.403 and a 0.4 BB/K ratio) and Josh Fellhauer (who has an AAA line of .264/.351/.355 with a 0.57 BB/K and a AA line of .291/.387/.379 with a 0.83 BB/K) is how you run your system into the ground. You need to have people who know how to play baseball at every level, legitimate MLB impact player or not. Guys like Smith and Fellhauer might even have MLB potential as reserve outfielders; the Reds could definitely use a couple players with OBPs and BB/K ratios like these guys have.

You're also ignoring the fact that Smith or Fellhauer might go on an offseason diet of only Wheaties, and suddenly have a power breakout. Adding even a handful of home runs to either player while keeping all else equal (I don't think that an uptick of 5-8 home runs for a player is out of the question, and can be credited to a change in approach, strength, or getting better at baseball) would take these guys from being "fodder" (I have trouble calling .750 OPS bats that can draw walks fodder) into the ".800 OPS bats that can draw walks and hit the occasional home run," which is a pretty awesome type of guy to have more than one of.

If you want to point a finger at a player who has no hope of ever contributing, there are bunches of those on Pensacola and Louisville. Ray Chang, Chris Nelson, Mike Costanzo, and the list goes on- tons of guys who either are career MiLB-ers or who have never made it to the show with any consistent level of success. However, guys who aren't yet at risk of taking up a place on the 40-man roster and who aren't past their prime aren't targets for immediate release to go "work at enterprise" or whatever.

No, it isn't. LaMarre hasn't had the kind of production that Smith has. They are two very different guys. LaMarre is a guy I say to hold onto because he has tools to work with and hasn't had a fully healthy season in years, so wait until he actually is healthy and see what he can do. He is a very good defender in center.

Smith on the flip side has produced, but doesn't have a bunch of tools like LaMarre. Smith probably isn't an every day center fielder, more like a Heisey type who can play there when you need him to do so, but someone you would really like in left or right because the range plays a whole lot better there. His bat is solid, yet unspectacular. He doesn't have much power to work with, maybe a 5-10 HR guy, but he makes a bunch of contact, understands the strikezone and can run a little bit.

As for how many 4th/5th outfielders a system needs.... well, when the big league team has Roger Bernadina on it still, apparently a ton.

Bernadina still being on the roster is a product of Walt sitting on his hands IMO though. There is no reason for him to be on a MLB roster right now. I won't get into that though.

I just feel that if we are holding Winker back because of the likes of Bryson Smith, Ryan Lamarre, and Josh Fellhauer something is wrong

Bernadina wouldn't even have been on the roster if the system had more 4th/5th outfielder types that you want to cut.

The team isn't holding back Winker because of anyone. That isn't how they, or anyone else operates. When you have a guy like Winker, every team in baseball moves him because of him, not anyone else.

If that is the case why is he still in A+? He is clearly ready for AA. Challenge thy hitters.

Because it isn't even mid-season yet. Hardly anyone up and promotes 20-year-olds before midseason. No one operates in the way in which you think the Reds should be operating.
