    The right-hander will return to Loyola Marymount for his senior season.

    Cardinals' third-round pick Trevor Megill has decided to return to Loyola Marymount for his senior season and will not be signing with St. Louis, MLB Daily Dish has learned. The right-hander was taken with the 104th overall pick in this year's draft.

    "It is 100% that I will not be signing after this year's draft," Megill said on Thursday evening. "Looking forward to helping LMU win a championship next year."

    The Cardinals, who signed their first three picks for a combined $4.6769 million, made offers to Megill that did not meet his asking price. The team signed first-rounder Jack Flaherty to an over-slot deal that put them almost $350K in debt in terms of their draft signing pool.

    Megill, who was ranked 384th by Baseball America in their pre-draft top 500, missed his junior season while recovering from Tommy John surgery. According to Jenifer Langosch of MLB.com, the Cards planned on scouting him in the Cape Cod League this summer with the intention of making a bonus offer based on his performance.

    With Megill not signing, the Cardinals will lose the $504.4K slot value associated with the 104th overall pick.

    Before anyone gets too joyous the Cards will now get an added compensation pick next year between Rds 3-4 so they aren't losing a lot except a year of development time
    99% of all numbers only tell 33% of the story so when looking at the numbers remember that numbers is plural...

    Will that throw the Cardinals into a penalty phase? They were $350 K over before losing the $504K slot. The almost $900 K should be getting close to a penalty.

    So they still have to pay even if they don't sign the guy? That can't be right. How can they be forced to pay for nothing? Or am I reading that wrong?

    Their is a penalty if you exceed the signing budget by a certain percentage. If you exceed it by a greater percentage their is a loss of a first round pick. If you exceed it by another percentage its a loss of two first round picks.

    First-Year Player Draft (MLB Rule 4 Draft) Signing Bonus Pool


    There is a maximum limit on the aggregate amount of money that each club can pay as signing bonuses to players selected in a First-Year Player Draft (MLB Rule 4 Draft) before penalties begin to accrue.

    Prior to the Rule 4 Draft, each MLB club is assigned a “Signing Bonus Pool” (SBP) equal to the aggregate pre-assigned bonus value of all of the club’s draft slots in the first ten rounds (including supplemental draft picks); the higher the slot, the higher the bonus value. (The collective MLB SBP is determined in advance by calculating industry revenues). If a club fails to sign a player selected in the first ten rounds (including supplemental draft picks), the value of that slot is deducted from the club’s SBP. There is no bonus value assigned to draft slots after the 10th round, but if a club pays a signing bonus in excess of $100,000 to a player selected in the 11th round or later or to a player eligible for selection who was not drafted, the amount of that bonus in excess of $100,000 is deducted from the club’s SBP.

    If a club exceeds its SBP in a given Rule 4 Draft, a tax will be assessed and future Rule 4 Draft picks could be forfeited, depending on how much the club exceeded its SBP. (The club’s 1st Round draft pick in the next Rule 4 Draft is forfeited if the club exceeds its SBP by 5-10%, its 1st & 2nd round draft picks in the next Rule 4 Draft are forfeited if the club exceeds its SBP by 10-15%, and the club’s 1st Round picks in the next two Rule 4 Drafts are forfeited if the club exceeds its SBP by more than 15%).

    Money collected from the tax on clubs that exceed their SBP will be distributed to qualifying clubs as Revenue Sharing funds, and forfeited draft picks will be reassigned by lottery. (Any club that exceeds its SBP is excluded from the lottery).

    If my calculations are correct then SL had 7,087,200 as a draft pool. They lose Megill's money so that leaves 6,582,800. They signed their other three picks for 4,676,900. That leaves 1,905,900 to sign their other seven picks. I haven't checked their other signing amounts but they can't exceed 1,982, 136 to do so or they hit the first level of penalty (lose one pick next year). If they have a couple seniors in that group they should end up okay.

    I just checked their signings. They got #225 under slot by 13.2K. Gomber signed at slot but they have 5 college seniors to sign yet in the top ten. They should have room. In fact, if they get the kind of deals the Reds did with their seniors, they will have money left.
