I hope that gets re-reversed...a fielder can sure choose to throw to first on a walk, but wouldn't a steal from 2nd to 3rd still count as a SB on ball four?

It's the same as if Billy stole home while the runner was caught in a rundown between 1st and 2nd. I don't understand the call. Maybe it's an obscure rule in the official scorer's rule book,
