Montreal and Portland are bad choices period. Im not sold on Nashville either but maybe there is enough of a base for that.
Vegas for sure should be the next market no question.

Yes it would. They even have the studies here about the market if you move the stadium to the same side of the bay as where the Lightning and Buccaneers play it will be much better.
But you need to make a nice stadium that is a fun fan experience. i went to Truist field this year in Atlanta and it is a way nicer fan experience.
I am a baseball fan first and it is much better experience going to Lightning games than Rays games. I will spend $200 to go to a lightning game before I spend $40 to go to a Rays game. The lightning have been selling out for years in Tampa with a 19000 capacity arena.
It is shown by the TV ratings that the Rays are popular. This is a fairly large market and growing rapidly

Watching enough Reds/Pirates or Reds/Cubs games this year makes you realize there's really not enough major league level talent out there to supply two more teams.

Vegas has done well in attendance since inception (#6 in the league last year). I'm sure it has a lot to do with the early and continued success of the franchise. There's a LOT of corporate money available there, so I could see MLB succeeding.
After that, it's a crapshoot. Living in NC, I'd like to see a team here. Charlotte has one of the largest metro areas not to have a baseball franchise. Greensboro and Winston-Salem are within 100 miles and several upgrades to the rail line from Raleigh to Charlotte have occurred in the last 20 years to prepare for high-speed rail.
Portland would probably be the first choice, but if they aren't ready, then Charlotte should be.
Cities like Nashville, Charlotte, Portland and Vegas are all being thrown around. All of these would be small market teams in metro areas about the size of Cincinnati.
