Could be, but I wouldn’t worry too much. He threw 95 without too much effort against the last batter.
This isn’t easy, young pitchers, cold weather, guys are going to have rough patches. Leagues have seen him pitch for awhile, know what to expect.
Four very young pitchers in the rotation is unlikely to be smooth.
So, Hughes has to be cold after waiting so long to pitch again, right? Might get him for one more
