MLB front office operates what they call the "Central Fund":
The "Central Fund" is funded by national radio and tv deals, merchandise sales, MLB Network, MLB Advanced Media, competitive balance taxes (Luxury Taxes), each clubs' net local gate receipt/concessions/tv-radio assessments, draft tax overages, etc.. The funds primary purpose is to pay for annuity compensation agreements for players, in addition too MLB administration costs at the central office, All-Star Game salaries, revenue sharing, and to fund the "Industry Growth Fund".
The monies collected are pooled in different ways, and paid out in multiple ways. I.E. Each club gets an equal share of the National tv deals, merchandise, MLBN, and MLBAM (Last time I worked in the industry each team received about 25$ million each year from those sources - I assume it's more than doubled since that time). But only the poorer clubs receive revenue sharing money from from the local assessments (I.E. NYY, CHC, BOS, STL, LAD receipts are sent to the likes of CIN, MIA, PIT, OAK, etc.).
^The "Industry Growth Fund" has a stated objective of promoting the growth of baseball throughout the world by enhancing fan interest and increasing the sport's popularity.

As far as the draft tax overages are concerned (created in 2012 via assignment of a draft pool allotment per team): 118 clubs have exceeded their pools (from a low of 10 in 2012 and a high of 23 in 2018 - some clubs have exceeded their assigned pool every Rule 4 draft since the inception of the pools) - but no team has yet to go over by more than 5%. The tax or "fines" are combined then equally disbursed to each club who didn't go over their pool as revenue sharing, so it pays to stay under your pool by a dollar (for example the Reds in 2017 were under their pool by about 1,000$ and received 561,000$ in return from the 21 teams who went over their pool).
The Reds have gone over their pool twice in the seven previous drafts that the pools existed, in 2018 (Siani) and 2016 (Friedl) and paid a 75% tax on every dollar over those 2 years.

The Reds have officially signed 27 draftees (and 3 NDFA's), 11 of the remaining 13 players have until July 12th to sign. The 2 collegiate seniors (Raby and Warren) can technically sign anytime between now and next years' draft.

Gilbert, Pucheu, and Contreras have been assigned to the AZL.
Parker will have to wait until 2020 to make his pro debut, as he's been moved to the minor league 60 day DL.
In case anyone isn't paying attention - the reason why Raby and Warren aren't under contract yet is because of the College World Series. Raby is still playing (Vanderbilt) and Warren was just knocked out of the tournament this past Friday evening (Texas Tech).
