I see this as a pathetic attempt to accommodate the players union's likely demands at the expense of international players. The savings would presumably give clubs more to spend on ML players. Further, the proposed draft does little to increase the competitive position of small market teams. This proposal is a trial balloon in the upcoming battle.
Why can't they just be put in the normal draft with the other amateurs?

Issue probably comes from not being able to leverage a Scholarship.
