ALL POWERS TO BE know there is a sticky problem and has been FOR YEARS.
All managers and GM's know it is used and DO NOTHING to dissuade it. Usually there is a place in the clubhouse (up to maybe this year) where the pitchers keep all their concoctions right out in the open. Maybe 30 little bottles or jars of their particular "sticky". No manger has been willing to call out the other team, and have an ump check a pitcher (except in very extreme cases - Pineada) because they will get it called on them and they know that at least 3/4 of their staff uses something.
So in short, they don't need to find a "secret" sticky, because no one is trying to conceal it anymore than they already have been (for years out on the playing field).
The difference now is there has been technological advances that can now measure spin rate, and correlate to statistical information that allows for the analysis of the impact it has. Bauer being one of the lead authorities and guys doing research in this area for close to a decade now.
