One interesting suggestion I came across was to have progressive rough lengths that get more punitive as the distance off the tee increases. For the U.S. Open, the deep rough could be something like 4" out to 275 yards, 6" out to 300 yards and something that's really punitive beyond 300 yards, for instance.
All models are wrong. Some of them are useful.
