    Rob Manfred: MLB teams should plan for spring training to start on time

    Major League Baseball Commissioner Rob Manfred informed clubs Monday that they should be preparing for spring training to start on time in February and to plan on a full 162-game season being played, three people with direct knowledge of the conference call told USA TODAY Sports.

    Major League Baseball was hoping to delay the season by at least a month to provide more time for players and fans to receive COVID-19 vaccinations, enabling fans to get back into ballparks earlier. But the Major League Baseball Players Association vigorously fought it.

    MLB does not have the legal right to unilaterally delay the start of the season without approval from the union because of the collective bargaining agreement, and the union made it clear it wouldn't accept anything less than 100% pay for the season.

    “While there will continue to be challenges,’’ the union said in a prepared statement to The Athletic last month, “our players have proven they can safely play a season under difficult circumstances, as have the other sports.’’

    MLB and the union are undergoing negotiations for health and safety protocols, as well as whether there will be a universal DH and expanded playoffs.

    New MLB guidelines leave room for fans to attend spring training and regular season games in limited basis.

    Major League Baseball teams, informed Monday by Commissioner Rob Manfred to prepare for an on-time start of the 2021 season, received health and safety guidelines that stated teams could also permit fans to attend games, perhaps as early as spring training in February. Fans still will not be permitted to attend spring-training team workouts away from the ballpark.

    How will the news about camps opening on time affect free agency? Well, there is some expectation that a wide swath of players will agree to split contracts -- minor-league deals with ML camp invites in the next 10 days or so, to begin their preparation.

    If report times are to be "on schedule," shouldn't the Reds pitchers and catchers be reporting around February 17-18? That's four weeks.

    Blue Jays may call Dunedin home to start season

    If travel restrictions keep the MLB team from going to Toronto, the top choice appears to be playing regular-season games at the spring home.

    If coronavirus travel restrictions prevent the Jays from returning home for the start of the major-league season in April, their most likely option appears to be playing at their spring training stadium in Dunedin.

    In doing so, the Jays would have use of TD Ballpark stadium, which re-opened in spring 2020 after extensive upgrades, as well as their recently completed state-of-the-art player development center, which has major-league training, medical and conditioning facilities and equipment.

    “We would welcome the opportunity if they were to open their season here,” parks and recreation director Vince Gizzi said Wednesday. “It would just be wonderful for our city, if they were restricted from going in and out of Canada, that they could play here. ... We’d be excited to see that happen, especially in our newly renovated stadium.”

    Wednesday the 10th of February would be the usual report date for most pitchers and catchers, first full workout would be the next Monday (15th), first preseason games should begin on the 20th or so about.
