State officials knew this would happen if they opened up. Heck, they were bragging about it. Then suddenly, they were shocked to discover kids would flock to warm beaches and no mask mandate at the end of a year of being stuck in place. To make matters worse, they okayed riot tactics on the crowds they'd courted with their no-mask mandate. Worse, the PR claim of "COVID!" makes the whole thing hypocritical.
It's just breath-taking in its inability to think more than one step ahead.
I don't think they want the idiot crowd any year, to be honest. Unfortunately it comes with the territory of being a tourist destination. They DEFINITELY DO want that family crowd that will start coming in another week or two.

Not sure I agree with that.
They certainly cater to college kids-- who are almost all part of the idiot crowd.
They don't WANT it. But drunk kids spend money so they tolerate it. Covid gives them cover for shutting stuff down where in the past it they wouldn't dare.
If they wanted to crack down and get rid of the kids, they could. But yeah, cash is king-- especially in a state that makes its budget through tourism and federal monies.

You know, I kind of love this article, because I am all the time baffled by the same types of issues in this pandemic. I'm often in the regular Covid thread talking about how well my local county is doing with Covid numbers (after a couple of pretty good surges), but nothing changed at any time in the past 12 months. We've had the same level of masking (general compliance in public places), but schools, restaurants, and businesses have been open/operating at about the same level since last summer. It hasn't gotten more busy here as cases go down, and it didn't get less busy as cases went up. It's all very weird.
