I think Bell's strategy was to get Doolittle in to relieve for the 3 batters to precede Goldschmidt, so he could go to Feliz to face him, if it got that far. Shildt tried to bait him into keeping Hembree in for the pinch hitter by batting a right handed batter, so he couldn't get Doolittle out for Goldschmidt if it got to him with the game on the line.

In the pregame radio show, Bell confirmed the above to be correct and attributed it to the 3 batter minimum. Although he thought Hembree could get right handed pinch hitter out, he was thinking ahead if things did go that way and it got to Goldschmit, he wanted to be able to get Doolittle out of the game by then.
