This may not be accurate today, but years ago, someone explained that MLB does not require teams to calibrate their radar guns.
So it's possible the gun they are using today is reading slower than Hunter's last start (which I think was on the road?)
If his last start was at home, yea, this is unlikely the cause.

Hunter Greene said it was just “one of those days” for his fastball velocity. He took a lot of pride in how he competed without peak velocity, and he said it was significant to get swings and misses sitting at 96 mph.
