To some extent, isn't their ability to find NRIs a product of their incompetence and/or frugality? An NRI is looking for playing time to rehab their value and teams, like the Reds, who may not even competently fill their starting 8 in an offseason are an attractive landing spot. For example, Drury was on his way to Angels camp when the Reds called him after trading their starting 3B. Does he continue to Angels camp to pursue their 2B job if the Reds had kept Suarez? Do the Reds even call?

Yep. Its the scatter gun approach. Bring 40 NRIs to spring training and a couple end up being useful. Once in a while, you hit it big on a guy like Drury. People tend to forget all the games lost by the other guys who don't end up working out. The NRI thing also results in a lot of terrible back-end starters who burn up the pen and put pressure on the other starters, a lot of relievers who blow a lot of games and a lot of out makers who kill rallies repeatedly. Hitting on Drury doesn't make up for having all the dreck elsewhere. A couple of lotto tickets in the last spot or two of the bullpen and maybe as the fifth OF are Ok, but the reds have entirely too many of these guys every year.

Seems like back in the 80's and early 90's, the Reds might invite only two or three NRI's to Spring Training, and they were guys you had heard of who had a legitimate chance to make the team (basically as a tryout).
Now it seems like there are a dozen or more NRI's every year, and as mentioned it's a scatter gun approach. Just throw it all on the wall and see what sticks.
