I agree, baseball still lets teams tank their way to a good team.. in theory.. or at least enough to give fans hope.
A big problem though is, owners like Phil C could care less about where the Reds draft. I mean, the guy did not care enough to keep some relatively young, cheap and talented players around, so why would he care the minor league prospects? The exception might be a kid like Greene, Chapman, or Billy Hamilton that is marketable to the fans. Phil C only cares about minimizing costs and collecting revenue sharing.. he could care less about what the team record is or the prospect list.
But still, I would love to kill the system that rewards tanking with high draft picks. I agree with you on that.

You really think cheap teams would start spending money if they did that? Like, if they did the draft your way you think the Pirates and Guardians would suddenly spend $200 million?

Nothing will force teams to spend. All I want is to eliminate the incentive to be bad.
