    I am sure it's a scam. I didn't dig into it, but it sounds like something that makes an attempt to compensate for the "power factor". If you look at the AC current, there are three components- inductive, resistive, and capacitive. Things like motors are inductive, something like a microwave oven is capacitive. A toaster or baseboard heater would be resistive. The total current that your house draws is a sum of these three vectors, and without going into the physics, if you had a very unbalanced house full of electric motors, you would be drawing a lot of extra current. A factory with a lot of motors would add banks of capacitors to offset them.

    This only matters to the electric company when it comes to large industrial customers, because have to pay for any unbalanced power. But, home consumers only pay for the the resistive component regardless of what is running in the house.

    Bottom line- even if this device made a minimal power factor correction, it wouldn't reduce your bill anyway. Spend your money on insulation or something.
