I still say the pitcher has a lot of say over whether a batter is going to be patient.
There's the pitcher who has just walked the previous two batters, and this batter should be patient enough to let him throw some more balls.
There's the pitcher who is throwing strike after strike, and being patient is going to lead to a low-pitch 1-2-3 inning.
The point of being patient is to get a pitcher to walk you, or to get your right pitch, or to wear down the pitcher early. If the pitcher isn't going to walk you, or the right pitch is the first pitch, or the pitcher is going to retire you quickly on called strikes, it's best to go for the pitch you can hit whenever it comes.
