It is clear Homer has better "pop" and "bite" on his pitches than the first time we saw him. Maybe like Flyer said, he had been having leg problems. Though he must have been having them for awhile because he looked that way in AAA before his callup.
I would take Matt Cain over Bailey as a pitcher however. Cain has better explosion threw the zone than Homer. Bailey gets his outs more Harangian with his long delivery that he hides well which causes hitters to misjudge his pitches leading to frustrating popouts. Always go with the guy with the more explosive arm.
