    How is a poll posted?

I saw the little box on the post but did not see how to create the poll options. So I ask, how does a poll thread get created?

You first create a thread and then select the poll option that you are describing. After you submit that post, you will be taken to a second page where you will create the poll itself. The poll will then appear at the top of the new topic after you submit this step.

Is that why sometimes a poll thread is briefly seen without the poll there yet?

I'm not sure about that, but it's very possible.

My experience is that before your new thread is submitted, you're taken to a page where you set up your poll with the exact question, options etc. so under that scenario I don't think the new thread is submitted until the new poll is filled out but I could be wrong.

That is my experience exactly, and I posted a poll just the other day.
