And here comes a penalty for the U.S. (or maybe not, time for VAR).

That’s a foul at midfield so it’s a foul in the box.

Paredes on the Spanish team plays a stiff game. She gets her money's worth on every challenge.

Professional-level flop there to get that penalty kick.

I’ll tell you what... you run full speed and I’ll kick you in the shin and we will see what happens.

The fact she didn’t immediately fall and stumbled a bit shows she was trying to stay up.

Looked to me like the Spanish player was trying to kick the ball out of the air in the penalty area when the US player ran into her and tripped.

    YMMV.

Re: 2019 Women's World Cup soccer

There was no “clear and obvious” error. Because there was contact – by the Spanish defender to Lavelle’s leg.
But the contact was slight. It wasn’t enough to make Lavelle fall in that way. A bit of necessary embellishment baited the referee into whistling. Many other refs would have waved play on.
This is how I saw it.

What I certainly did not see was someone running full speed and getting kicked in the shin.

That is something that occurs all of the time in soccer with no foul. Incidental (slight) contact.

She sold the contact. That is, she flopped.
